New Government for Iran Reportedly Under Consideration

The Assembly of Experts in Iran is reportedly considering...a new form of government.

Maybe it's true. But the article also says that the speech given on Friday was given by Khomenei, who is the former [late] Supreme Leader. That's more than just a simple typo, that's an irresponsible blunder. So take the story in which such an irresponsible blunder occurs with a serious grain of salt.

Also note that even if it's true, it only means that (most likely) Rafsanjani has brought the matter up officially in his capacity as a member of the Assembly of Experts. It doesn't necessarily mean that the Assembly is going to do what's being suggested.

However, if it is true, it's unprecedented boldness, and means that Iran is probably past the point of no return on all of this. It's going to come to a head one way or the other.
